Joseph B. Cartwright - 1909-2008

Joseph B. Cartwright, a former Ashland Ky., police officer who was instrumental in establishing pension rights for Kentucky’s police officers, died April 28 at a
Florida nursing home. He was 99. As president of the Kentucky Fraternal Order of Police in 1959, he pushed for and helped win passage of legislation giving police officers in Kentucky retirement security for the first time. He helped found the Ashland FOP lodge and was part of Chandler’s security escort whenever the governor was in eastern Kentucky.

Mr. Cartwright also made an unsuccessful run for Boyd County sheriff in the late 1960s. He was a founding manager of Ashland’s Babe Ruth League and his team, the FOP Reds, won the inaugural year. He was a lifetime member of the Ashland Elks lodge and operated Cartwright Driving School from the late 1950s through early 1970s. He was an avid golfer and owned racing greyhounds in his retirement. He loved card games and swapping funny police and sports stories.

Mr. Cartwright, the son of the late Charles Chase and Maude Virginia Bonham Cartwright, was born Jan. 14, 1909, in Bristol, Va., but was raised in Ashland. He was a 1928 graduate of Ashland High School and graduated from Virginia Polytechnic Institute in 1932. He served on the Ashland Police Department for almost 30 years and retired with the rank of captain. He moved to Holiday, Fla., in 1979.

He was the husband of the late Louise Riddell Cartwright and was preceded in death by his brother, Charles W. Cartwright ,and sister, Mary Catherine VanHorne. Survivors include three sons, Joe B. Cartwright Jr. (Helen) of Ashland, Robert C. Cartwright (Mindy A.) of Howard, Ga., and Randy Cartwright (Pam) of Holiday; a daughter, Sue Cartwright of Holiday; four grandchildren, Kelly Jo Cartwright Morman of North Carolina and Alex, Kaitie and Charles Cartwright of Howard.

Services will be today, April 30, at 10 a.m. at Dobies Funeral Home, 4910 Bartelt Road, Holiday. Burial will be in Meadowlawn Memorial Gardens.
